Project 2025 is a conservative government plan that has gained strength in recent weeks as the 2024 presidential elections approach. This controversial book, introduced as a preview of what could happen if Donald Trump returns to power, contains 920 pages covering policies related to various government functions and services.
The project is overseen by the conservative Heritage Foundation and is described as a policy “guide” and “manual” of actions to be taken within the first 180 days of a conservative government. According to its introduction, Project 2025 is “a collective effort of hundreds of volunteers who have come together in the spirit of promoting positive change for America.” This “playbook” is proposing to cut Social Security and SNAP benefits.
Opposing Viewpoints on Project 2025 Regarding Federal Benefits
Critics strongly disagree with the initiative. President Joe Biden’s campaign team has expressed concerns, stating that the project would “give Trump more power over daily life, dismantle democratic checks and balances, and consolidate power in the Oval Office.” Similarly, the Center for American Progress claims the project would centralize power in the presidency and fill public administration with far-right supporters.
Democracy Forward has also voiced its concerns, labeling Project 2025 “one of the most profound threats to the American people.” Despite these claims, Trump has distanced himself from the project, asserting, “he has no idea who is behind it.” Reports, however, indicate that around 140 people who worked for Trump, including six former cabinet secretaries, have contributed to its creation.
Trump’s Stance and Denials — Is He Willing to Cut SNAP Benefits?
Despite claims of involvement, Trump has insisted, “I have no idea who is behind this, I don’t agree with some of the things they are saying, and some of the things they are saying are absolutely ridiculous.” He also added that he has “nothing to do with them” and wished the group luck.

In contrast, the movement behind Project 2025 has clarified that they are not affiliated with Trump, stating on X (formerly Twitter), “We are a coalition of more than 110 conservative groups advocating for policy and personnel recommendations.”
The Future of SNAP and Food Stamps Under Project 2025 and Trump
As part of the upcoming presidential race, Project 2025 will play a key role in Trump and the Republican party’s bid to reclaim the White House from the Democrats. However, according to the project, the future may not be what the 41.9 million SNAP recipients had hoped for, as it outlines plans to cut the food assistance program significantly.
The 2025 manifesto, created by The Heritage Foundation and 100 other organizations, envisions what a modern conservative government should resemble. While Trump has publicly claimed ignorance of the project, former Trump employees have been directly involved in the 900-page manifesto.
Heritage Foundation’s Vision for the Future and Snap Benefits
In an April 2022 gala hosted by The Heritage Foundation, a video showed Trump praising the group, stating, “This is a great group,” and highlighting their role in shaping conservative plans. Trump further remarked, “They are going to lay the groundwork and detail the plans for exactly what our movement will do.”
This sentiment hints at the seriousness of the project and its potential impact on policies like SNAP or Temporary Assistance for Needy Families (TANF), should Trump implement certain Project 2025 strategies if he wins the presidency.
