“This decision does not impact any services that the government is obligated to provide. It doesn’t affect any entitlements or services to citizens,” stated Stephen Miller, the White House Deputy Chief of Staff.

According to White House Press Secretary Karoline Leavitt, “This is not a comprehensive pause on federal assistance in grant programs from the Trump administration. Assistance that directly reaches individuals, including but not limited to:

These forms of assistance will not be impacted by this pause.”

According to Executive Director Jillian Gonzalez, approximately two-thirds of their financial resources are sourced from the federal government.
“We’re contemplating the worst-case scenario as an organization,” Gonzalez expressed. “Our focus is on how we can operate on a bare-bones budget to ensure that our employees receive their paychecks because they are vital to the economy. Additionally, we are strategizing on how to maintain access to essential services for the families who urgently need them.”
Professor Criticizes Trump’s Federal Grants Freeze as a Political Stunt
John Pellar, the President and CEO of AIDS Foundation Chicago, passionately explains that his organization’s mission focuses on two critical goals: ending the HIV epidemic and tackling homelessness. Both of these pressing issues have a disproportionate impact on people of color.
“We understand that when individuals living with HIV face unstable housing, they struggle to take their medications effectively to manage their HIV condition,” Pellar emphasized. Pellar highlighted a growing concern: 80% of their funding is sourced from the federal government. However, to their dismay, they were unable to access these essential funds on Tuesday.
“It was like checking your bank account and suddenly finding it ‘blocked’ when we tried to access the portal for downloading federal grants,” Pellar explained. Congressman Mike Quigley, representing Illinois, remarked that the president lacks the authority to unilaterally disrupt such crucial funding. “These are funds that have been authorized, appropriated, and signed into law,” stated Quigley.

Quigley, a key member of the House Appropriations Subcommittee on Transit and Housing, emphasized that committed funds, such as the significant $2 billion earmarked for the CTA Red Line expansion, are untouchable and cannot be suspended.
He shared a sense of urgency: “The day after the election, I immediately reached out to Governor Pritzker and Dorval Carter, urging them to get this deal finalized without delay,” Quigley remarked. Earlier on Tuesday, the looming threat of a grant freeze stirred a strong response from Mayor Brandon Johnson of Chicago.
“Here’s what I firmly believe: The federal government bears the responsibility to ensure that every resident across this nation receives sufficient investments. This is essential not only for maintaining vibrancy but also for enabling the pursuit of happiness, a fundamental right under our Constitution,” Johnson asserted.
